This Budget Strategy will serve as a guide to the overall planning and budgeting process
for FY2025. The overall goal of the strategy is to achieve economic growth rate of at least 3.9%
in 2025 and accelerate it to 4.1% over the medium term from undertaking the various post-HIPC
reforms agreed upon with the international community, as well as continuing to improve the
security environment in Somalia to allow the private sector to flourish and eventually transform
the economy.

Starting FY2025, Government also aims to significantly increase spending on public
investments in productive sectors to generate increased economic activity and create job
opportunities especially for the youths, expand the tax revenue base, and improve Somalis’
livelihoods among other outcomes.
