A major role of the FGC is to strengthen the process of public procurement and concessions. This includes both facilitating technical advisory services and providing confidential assessments of draft and existing FGS contracts and concessions. The FGC also plays a role in improving transparency with respect to FGS contracting, by providing regular reports on the state of FGS contracts and concessions.
As part of the technical advisory services, the FGC provides temporary oversight of FGS concessions and public procurement contracts above $5m until such time as the relevant oversight institutions are functional as per the Public Procurement, Concessions and Disposal Act.
It also provides technical support to the Interim National Procurement Board, which is mandated to review all draft Government concessions and all contracts above $2m, until such a time as it transforms into the Inter Ministerial Concessions Committee (IMCC) as mandated in the Procurement Act.
The FGC produces an annual Concessions and Contracts Report which can be found below. In addition, contracts that have completed the FGC review process, have been finalized, and redacted are publicly available for download below along with their FGC assessment:
